New Communication and Policy Assistant at FEMA
Philip Vogt joined the Secretariat of FEMA in January 2010 in order to support the Federation's activities in the fields of research, communication and event organisation.
Philip is a rider and the proud owner of a BMW R 80 G/S built in 1982. He has already spent ten years travelling within the EU and has got technical knowledge in motorcycle repairs, including some in the restoration of new and classic BMW motorcycles.
A German national, Philip is 27 years old, and holds a Master degree in Environment and Resource Management and a Bachelor in Political and Administrative Science. Before joining FEMA, Philip had been working for the German motorcycle magazine "Motorrad" where he was writing for the website.
A native German speaker, he is fluent in English and Spanish, and has some knowledge in French.

Progress recorded in the European standard for motorcyclists protective guardrails EN 1317-8
A new draft standard for protective road restraint systems has been approved by Technical Group 1 of CEN (European Committee for Normalisation). The proposal is now on its way to become a European standard.

European Commission asks for motorcyclists' input on road safety plan
With the coming closure of the 2001-2010 Road Safety Action Programme, the European Commission prepares a plan for the next decade. Special focus on Powered Two Wheelers is announced. The Commission invited FEMA to express its views on the added value of EU policies.

Guardrails: motorcyclists still pay a high toll
Vägverket, the Swedish Roads Administration, recently released data on deadly accidents caused by roadside poles and crash barriers in Sweden over the last eight years. Motorcyclists represent almost one quarter of all casualties caused by impacts with poles; and over one third of all casualties caused by impacts with crash barriers. Sweden, however, has only 300,000 registered motorcycles compared to 4.3 million personal cars - less than 7 percent of all personal vehicles. In addition, motorcycles are only used part of the year due to the nordic climate. This stunning disproportion between road use and risk exposure underlines the need for change in the design and installation of roadside infrastructure, especially guardrails and road restraints systems. Guardrails-related accidents: the Call for Testimonies remains open
Two months after the launch of a Call for Testimonies, FEMA has gathered more than 220 individual stories of accidents involving motorcyclists impacting guardrails.
Testimonies from all over Europe tell of the dangers posed by traditional road restraint systems; which are designed to offer protection to cars and trucks, but often cause fatal injuries to motorcyclists.

Driver distraction confirmed as first accident factor
Three out of four vehicle crashes are caused by drivers being distracted, according to a study by Heriot-Watt University in the United Kingdom. Sending text messages at the wheel and dealing with children in the vehicle have been identified as the two biggest causes of accidents.

Testimonies add up in FEMA survey on guardrail-related accidents
In order to support CEN's work on a new motorcyclist-friendly testing standard for road restraint systems, FEMA launched on August 18th a pan-European call for testimonies gathering personal stories and reports on motorcyclists injured in crash barrier collisions.
A month later, more than 170 responses have been sent by motorcyclists, their friends and their relatives all across Europe. Answers describe in great detail the danger faced by all motorcyclists while riding on Europe's roads and highways, and underline the need for change.
